In my opinon we have no chance to choose the place in which we born.So it doesn't need to be proud or ashamed for it. It's destiny. In any reason also in case of necessity lying is a very bad attitude. So Rini didn't have to be made permanent member of the council.Then it have could been a "life lesson" for her.
